E3 to work with County Attorney on economic development corporation agreement
SIDNEY – Representatives of the Sidney and Cheyenne County E3 group will be meeting with the Cheyenne County Attorney to write an interlocal agreement for the proposed Economic Development Corporation.
E3 President Sarah Sinnett stressed Monday she was not looking for final approval of the proposal. She asked for the Cheyenne County Commissioners’ consent to work with County Attorney Amber Horn on the agreement during today’s commissioners meeting. Sinnett E3’s Economic Development Proposal back to the Sidney City Council December 9. The council voted to approve the proposal, and to pursue an interlocal agreement.
Among the efforts since the last meeting with the commissioners, E3 hosted a public forum for community members to voice their questions and concerns.
“It was very poorly attended. I would say there was probably 15 people in the room, and everyone except probably two people had a vested interest in the project there, so. We’ve taken all of the feedback we’ve gotten from the community at that time and crafted a final proposal. That was sent to you beforehand. We do have that today, but instead of just -- the more we reflected on it after we sent the documentation – but, we don’t think we should be the only parties drafting that agreement,” she said.
She asked the commissioners for permission to meet with County Attorney Amber Horn to design an interlocal agreement that would later be brought before the commissioners. The commissioners agreed to Sinnett working with Horn to write an interlocal agreement.
The concept includes a non-profit corporation doing the work of economic development in the place of a single individual as the City of Sidney has previously hired. The Economic Development Corporation (EDC) would be a staff of three, with an executive director yet to be hired, and the oversight of an appointed board. The goal would be for the EDC to be self-sufficient, funded by an endowment account.
