SCOTTSBLUFF - A Scottsbluff man was arrested on felony sexual assault and child abuse charges Tuesday.
Lonny Jay, 51, is accused of sexually assaulting a then four-year-old, when she was awake and asleep, from April 2016 through December 2017.
The child, now nine-years-old, told investigators in a forensic interview Jay, her mom's ex-boyfriend, did "sexual stuff" to her. Jay is accused of touching the child in private areas multiple times throughout her mother's home.
