SCOTTSBLUFF, Neb. - Scottsbluff Police and Scotts Bluff County Sheriffs Officer Deputies responded to 2200 block of West 15th street in reference to a woman being choked.

One witness indicated a man and a woman were physically fighting in the street, and she nearly struck them with her vehicle.

The male was identified as 42-year-old Albert Ramirez.

The altercation between Ramirez and the victim started when she asked him to leave her property.

He became upset, took her phone away, and then choked her and punched her several times in the head.

Court documents state that there were clear marks on her neck consistent with choking.

She also advised to police that on two separate occasions while Ramirez was in her home, she woke up to him touching her inappropriately over her clothes.

She said she is afraid of Ramirez because he has stated to her “that if he ever goes back to prison he is going to make it worth it.”

He is arrested for Strangulation, Simple Assault, Terroristic Threats, and Third Degree Sexual Assault X2.
