CHEYENNE, Wyo. -- At about 5:13 p.m. Wednesday, November 20, the Laramie County Sheriff’s Office responded to a report of a white Ford F250 pickup truck stolen from the 800 block of South Greeley Highway.

According to the Laramie County Sheriff's Office, witnesses believed a single occupant, later identified as Mandy Miller, had stolen the vehicle.

Utilizing location tracking within the vehicle, deputies tracked the vehicle to the vicinity of Horse Creek Road and Interstate 25. Upon locating the vehicle, deputies initiated contact and the driver attempted to evade them. The chase continued into the Scenic Ridge Drive area, where the F250 suffered a rear tire blowout, forcing it to come to a stop.

Once stopped, the driver of the vehicle, later identified as Tianna Quin, fled on foot. Quin ran towards a residence. According to a press release from the Laramie County (Wyoming) Sheriff's Office, deputies believed that if Quin made it to the residence, she may commit additional crimes. As deputies pursued Quin, Miller, who had been concealed in the pickup, gained access to one of the deputies’ patrol vehicles due to a safety feature malfunction.

The malfunction is being investigated.

Miller fled the scene in the stolen patrol vehicle. Miller followed a resident of the Scenic Ridge area to a home in the 1500 block of Scenic Ridge Road. Upon contacting the resident, Miller displayed a firearm, which had been taken from the deputy's vehicle. Miller demanded the keys to the resident's car. The resident complied, fearing for her safety.

The Laramie County Sheriff’s Office and Wyoming Highway Patrol broadcast information regarding the stolen vehicle. The stolen vehicle was located at the intersection of Wind Dancer and Iron Mountain Drive. Miller attempted to flee and spike strips were deployed by Wyoming Highway Patrol, disabling the vehicle.

Miller and Quin were apprehended without further incident. Miller was booked on charges of DUI/controlled substance, and a warrant out of Albany County for Possession of Controlled Substance with additional charges of vehicle theft, aggravated robbery, fleeing/ eluding as well as other offenses. Quin was booked on a warrant out of Larimer County (Colorado) for vehicle theft and has multiple additional charges pending.
