SCOTTSBLUFF, Neb. -- Two Panhandle women are behind bars facing meth-related charges after a traffic stop in Scottsbluff.

The Scottsbluff Police Department says Officer Royce Massie stopped a vehicle earlier this month for having no valid license plates.

Massie said the driver, 38-year-old Rebecka Pettis, consented to a vehicle search. In the locked glovebox, Massie reportedly located a glass smoking device with white residue. According to a police affidavit, the substance tested positive for methamphetamine.

Massie suspected Pettis to be under the influence of drugs, the affidavit said, and a drug recognition expert concluded that Pettis was impaired by narcotics. SPD officials also stated that Pettis had no driver’s license.

Massie said the passenger, 35-year-old Laura Schnell, consented to a search of her purse which revealed several small, self-seal baggies.

SPD said a further search of the vehicle led to the discovery of more small baggies with white residue, which tested to be methamphetamine.

Pettis was arrested and charged with possession of methamphetamine, driving under the influence, possession of narcotic paraphernalia and no operator’s license.

Schnell was arrested and charged with possession of methamphetamine and possession of narcotic paraphernalia.
