CHEYENNE, Wyo. - Cheyenne police arrested two teenagers and one adult Friday following a coordinated warrant service operation tied to an alleged plan to commit murder earlier this month, authorities said.

The Cheyenne Police Department announced the arrests stem from a Dec. 7 investigation in which suspects were found to be armed with firearms and planning to kill an individual at a local residence. Two males, ages 16 and 17, were arrested on charges of attempted first-degree murder. An 18-year-old, Michael DeHerrera, was arrested on a charge of conspiracy to commit first-degree murder.

According to police, investigators determined the suspects drove to a residence in the 100 block of Arp Avenue armed with AR-style rifles. Surveillance video showed the teens parking outside the home and firing a rifle, striking a vehicle. They later returned and forced entry into the residence with intent to kill an individual who was not home at the time. Police said DeHerrera transported and assisted the teens during the planned attack.

Search warrants were served in the 5100 block of Cable Avenue, the 3400 block of South Greeley Highway, the 500 block of Harvard Lane and the 4000 block of Cheyenne Street.

The 17-year-old suspect was taken into custody without incident at a Cable Avenue residence. The 16-year-old was arrested during a high-risk traffic stop near Fox Farm and Morrie avenues. DeHerrera was located at his place of employment, fled on foot and was arrested after a brief pursuit.

As a precaution, McCormick Junior High and Afflerbach Elementary School were temporarily placed in a secure perimeter during the operation.

“This was a complex situation,” Police Chief Mark Francisco said. “Through careful coordination and communication, our officers were able to safely and effectively complete the operation.”

Both teens also had warrants for probation violations. All three suspects were booked into Laramie County detention facilities. The investigation remains ongoing, and additional charges are under review.
